One way "in which we can get more people involved on IV" is to remove some of the barriers to such participation. And the infamous red/green thingie comes to my mind.
Any updates on when IV is going to get rid of the red/green dot thingie?
I think we are making a big deal of red and green dots. It is only in recent times that people are complaining so much about misuse. We can get rid of it, but then moderation will be tough. I do not think that is the reason for not participating. We do not have much awareness about IV in the community. When we say half million applications are pending, why are we not getting those on IV?
We need help in raising awareness about this cause in the community. Let us make that as the first action item this new year. All members can take initiatives and help. It does not cost any money and IV is not asking any money. We just need more participation.

I do not want to spoil the fun and do truely appreciate the efforts by the IV team. But after sitting in the GC queue for 7 years, all my hopes nearly dead. Campaigns come and go but nothing ever happens.

Kumar1, You have a reputation of "beyond repute" on this forum and one of the leaders who people expect to lead us. Is this the ethical/moral standard you live by ? Disgustingly shameful. And are you one of those people who throw empty cups in a trash can over here but chuck it onto the streets when you go back to your home country ? I bet you are. Letting your bank forclose on you or filing for bankruptcy is not a decision you take lightly asking people on the forum for advice. Your credit score can go down by as much as 300 points affecting you financially over the next few years which you perhaps have not really thought about. Just because you have existing loans (like credit cards) on a low rate does not mean they are 'locked'. Banks can hike the rates periodically based on your current score often to as high as 32 %. This is not pennies but can be hundreds of dollars in interest. Ever got harsh calls from collectors ? Ever got evicted from your place of residence ? Ever got denied when you try to rent ? Try living only on cash for a few weeks and see how it feels without credit. I have not gone through any of those thankfully but have seen and heard horror stories. Consult a professional or do research on your own before making a decision.

Those who are walking away are smart. Banks are stupid to finance 100%. If you go bankrupt, govt won't bail you out. If banks go belly up, govt would give 750 billion!

I am expecting the Dates for EB2 Inidia and China will move to Dec 2006 in May with 12k Spill over.
So if we get about 30k more for this whole fiscal year, assuming:
From EB1: 10K more
From EB4 and EB5: About 10K
From EB2 ROW: About 10K
Then EB2 I/C will move about 12 months ahead. That means the cutoff date would be around Jan2008 by Aug/Sep 2011. This is the best case scenario.
If we get only 20k more for this whole fiscal year,
Then EB2 I/C will move about 8 to 9 months ahead. That means the cutoff date would be around Jul 2007 by Aug/Sep 2011. This is the worst case scenario.
This is just my estimation/guestimation.

My wife and I are planning to apply as dependents for each other.
Reasons:
My company is doing so-so.
On the other hand if and when we have kids, she would like to stay at home if possible.
The only thing that is not clear is we probably should file only 1 EAD/AP.
For now, we are thinking we will apply for EAD/AP through her I140.

The competitive angle did occur to me. There is no reason a business should not look for ways to cut costs. However, this is a question of fairness & legitimacy. A L1 visa person living in a low cost country and coming here temporarily on short-term assignments can make do with lower wages because he likely does not have to support a family here at the US cost of living, and L1 spouses can work. This is not fair to a H1 with same skills whose H4 spouse cannot work, and for the same reasons it is not fair to USC/GC folks. Isn't that why we currently have all this labor certification processes and DOL laws? Those laws are designed to level the playing field. It is not easy for the company to outsource entirely, so they break the law by abusing the visa. Why should we not act to stop this illegitimate corporate action?
If that does not sound reasonable, let me ask you this: Why should USCIS and law-makers even consider taking steps to address green-card backlogs, adding resources to process more cases more quickly when they can just sit there and collect fees from you for visa / EAD renewals?
Agreed on your point. But there are other discriminations at workplace such as , age, race, sex and sexual harrassment. Those who complain about it effectively terminate their careers. If you want to go , complain against this L1 misuse fine, but you are not going to get mileage, maybe some bad breath and bad publicity and eventual loss of reference & job. If your company / client has decided they do not want to persist with you, there are 101 ways they can get rid of you, legal or illegal, my suggestion is, if you were exposed,

Whatever way it is USCIS has again lived upto its July fiasco, return I 485 applications without accepting and now send the flowers away to hospitals without accepting....end of the day...no evidence left behind..

It is not true that all the H1bs are creating jobs. For one example I worked in a big garment company and they laid off hundreds of people(around 800) 4 years back and did offshoring 90% with 10% H1b and L1 to Infosys. This would have created less than 10 new admin jobs for setting up office here but it displaced 800 jobs plus all the new projects(jobs) go to Infosys and US government lost millions in taxes for a private company to save a few million dollars. But if a H1b is a real innovator or investor then he could create scores of new jobs but those guys are very less. They should be identified and rewarded by faster GC process.
But real intention of H1b when it was created was to fill shortage of skills but not for competing with citizens in rate. If the real intention is to compete globally then that needs to be revealed while lobbying with Senators. There is nothing wrong with immigrants or H1b persons. Most abuses are done and enouraged by employers. Corporations prefers a person always to be in H1b so they want more H1b quota and less gc so that they can exploit people.
Basically H1b numbers and offshoring needs to be increased when demand is high(Really it was needed on 1999 and 2000) and it needs to be decreased when demand is low. Also today also there is shortage of skills in a few areas. System should handle those also.

EB2-India would see movement till 15 December 2006 (based on EB1 spillover of 12000, half yearly EB2-demand and half-yearly unused EB4 and EB5 numbers).

Yes, this is just one account and am happy for you that you got lucky. I too went to New Delhi Embassy and have been stuck since Jan 7th.
I have been in the US for almost 10 years and with the same employer for the last 7+ years. This was 11+ year H1B extension and I am stuck since Jan. 7th. I was told Additional Administrative Processing - and have not heard zilch back from the embassy yet. Law-firm has written to the embassy and reaching out to the DoS. I have been calling DoS every week religiously only to hear that "AAP is in progress and you will have to wait it out". Separated from family, living out here on my own - thankfully I work for a global company but working all-nighters will eventually get to me.
Having said that, it is a matter of chance for everyone. Just be careful and plan accordingly. If you can avoid it, travel using an AP.

I had my H1/4 (wife) stamping 2 days ago at Mumbai. No issues what so ever at Stamping. My discussion with the officer was cordial and friendly.
Went in at 9:00 and out by 10:00. Received stamped PP next day.
All docs OK. No job change after H1 transfer 3 years ago
All those going for H1 stamp do NOT worry. Not sure how one gets PIMS but this is just my account

1. Ball park figure is total of 218,000 visa wasted from previous years. How much of it will go to EBs (and others) will be based on how the recapture gets implemented. If we don't do anything and sit quiet, it may as well be ZERO. Nurses will walk away with the cake
2. President can pass an 'Executive Order' to provide interim relief. So it should be possible. It'll depend on the independent interpretation of the law by the White House, and it won't be based on whatever you read elsewhere.
1. How many unused visa numbers can be re-captured? Out of those re-captured, how many can be applied to EB categories? I know this is difficult to estimate this but if we believe that recapturing unused visas would help the retrogression issue, we ought to have some idea (in hundreds? thousands? more?) as to how many visa numbers can be re-captured and used towards EB categories.
2. Does the President have the authority to implement an administrative relief in this matter, particularly to recapture the unused immigrant visas? Elsewhere I have read that only congress has the authority to do this.
Please provide links/references or analysis to back up the claims.
